July 7 JUL 1916
I have the honour to acknowledge the receipt of 3ir lyre
Crowe's Despatch No. 451 (99434,X) of June 3rd transmitting
a despatch from the Governor of Hongkong reporting on the
cargo of the ss. "Indrasasha" vis Hongkong to New York.
In order that any irregularities of shipmento may be
checked here, it is, I think, strongly advisable that a
copy of the ship's manifest or a statement showing the
consignments of prohibited articles should be forwarded to
me from Hongkong by mail.
The voyage from Hongkong to Kew York requires approxi-
mately three months, and even on the re-opening of the Panama
Canal will take hardly less than eight weeks. The reports
of cargoes should accordingly reach me in ample time before
the arrival of the steamer, and there does not seem to be
occasion for reporting shipments by telegraph.
I have the honour to be with the greatest respect,
31r.
Your most obedient
humble servant,
His Majesty'a Principal Secretary
of State for Foreign Affairs,
Foreign Office,
London.
C. Clive Bayley.
